Cabada was a ras and judge who presided over the trial of Indiana Jones when he was arrested for striking a citizen without cause in Djibouti, 1938. Cabada ultimately found Jones innocent and invited Jones and his young companion George Ballentyne to his home and advised them on how to get to Addis Ababa in Ethiopia.

Indiana Jones and the Lost Treasure of Sheba implies that the port of Djibouti is in Ethiopia under Fascist control. In 1938, the city of Djibouti was, and still is, the capital of what was once French Somaliland, the modern day country of Djibouti.
This article assumes that the character of Ras Cabada, who speaks of Fascists in his country, was Ethiopian per the intention of the original text.
